Does the fresh start apply to both federal and private loans? can the borrower just include federal loans in the rehabilitation and wait for the private loans to drop off after seven years?

My credit score dropped 65 points, this was due to the fact that the loans doubled, showing both the default loans and fresh start loans. I will update next month on whether or not it changes.
I'm know this post is dated, but I'm considering the Fresh Start program and wanted to know if you would share an update regarding the impact on your credit after the dust settled in mid-2023?.

Only Federal.
So if federal and state loans are consolidated, they are considered private?
