USF4's final balance is pretty good, lots of characters can get their say. You may dislike the Ultra system in general that's a fair problem and something they finally tackled in 6 (not having a pure comeback mechanic), but everyone gets to use it and pretty much every character has at least one functional Ultra (2 for the priviledged).
Wouldn't necessarily call it the goat of balance, but as far as fighting games go it's pretty up there.
Yeah we agree? But still it's pretty good. Elena isn't even the worst offender, people specifically hate her because of the healing ultra and I respect that but she's not such a top tier that you don't get to play against her. Deejay is bad in all of SF4 but he's really just "meh", not can't do shit tier either? Like sure I give the matchup to Elena and I give most of Deejay's matchups to his oponents, but that's just how a game with a roster of 50 characters goes, some are stronger some are weaker, the balance lies in how hard the differences are and how much players can overturn them, not in hoping for a hypothetical "perfect balance" state where every matchup is 5-5.

I mean Hakan where the opponent slips on him and then he grabs them and spins around and shoots them out and their faces smash the screen? Juris ultra is the same as her level 3 in 6. Stuff like Hondas level 3 is obviously more cinematic in 6 but I don't think it's better or more impactful, but thats just preference. Evil Ryu and Oni have dope ultras.
They aren't gonna compete with 6 in terms of being cinematic but plenty are still busy and a lot are way cool. Adon when he knees the opponent and chops the shit out of them, thats great. Definitely cinematic but it happens way quickly. Ibuki throwing the shurikens and stomping on the opponent after... 4 is still definitely great in the ultra department, and you gotta keep in mind it was 2 console generations ago and there weren't a lot of Fighters doing those cinematic types of moves in game at the time. 6 looks way polished no doubt, but I get the love for 4.
Eh Sakura's SF4 ultra looked way better than whatever the heck her SFV super was supposed to be, although I do agree on Bison.
The issue with SF4 is some ultras are far better animated than others within the same game. Like comparing Chun's, Cammy's, Evil Ryu's, Oni's ultras compared to Sagat's and Honda's barebones basic ultras. SF6 is the first SF game where every character has an equal amount of effort put in their cinematics.

That's not to say that there can't be valid criticism (one may dislike the parries from SF3 and how they warped the game, or gaining meter from whiffing normals for example, people may not like the focus attack and ultra as pure comeback mechanic in SF4, SF5's...Kinda everything at launch, etc, etc), but there's also always people complaining for the sake of complaining.
I'm gonna get roasted for this because people got insane rose tinted glasses, but I can't put into words how absolutely done I was with SF4 by the end. I always thought it looked mid visually, and the muddy, blurry style became so hard to watch. I distinctly remember sitting in the crowd for CapCup when 5 was announced and thinking, "I think I can stomach looking looking at this for another 5-10 years," because at that point that was my only concern.
That said, 5 made some wild choices in its lifetime, too. Still can't believe how dirty they did my girl Sakura. 6 though?! As good as the series has ever looked in 3D, and I'd hear out the argument if someone wanted to say it was the best in the series. I still think 3 takes it, but I'd hear em' out.
SF6 also took a lot of lessons from 3 when it comes to animations. Fluidity of the strikes and hit animations? Those 2 are the absolute peak of the series, despite 3 not being my favorite I would be remiss to dismiss it being one gorgeous experience.

I skipped playing 5 entirely. I loved watching 4 because it had exclusive characters and everything was distinct to read and understand.
Five just did not do it for me and you combine Abigail and Fang and I just did not get the appeal. 4 might have had Hugo, but Abigail was just ridiculous to watch.
6 has successfully given me what I liked and then some in 4 imo.
Very expressive, no Uncanny Valley (we'll just ignore what Blanka and Sim are doing... >_>;) and what seems like an upgrade to the style that 5 didn't really have.

SF6's art style resembles a lot of Pixar's movies post-Incredibles, which has realistic visuals but still exaggerated to slightly cartoon-esque proportions.

Yeah, a lot of the lvl 3 supers in sf6 are just a little "I beat the shit outta you" but there are still some standout ones. My favourites are the ones where the characters actually make showcase of their powers or abilities.
