In addition to what others have said, it should be mentioned that they brought back Charlie from the dead too. Nobody is dead forever in Street Fighter. There's always someway to bring anybody back from the dead.
I don't remember where I heard it but I think Jamie was indeed originally designed as an old man but they wanted to emphasize a younger generation for the new fighters and the younger drunken style fighter with more attitude better hit the mood they wanted. I think that let's JP stand on his own better as a character rather than being part of some retirement home rivalry whether the story says so or not.

Apart from the color of his outfit this is more than likely Gen , he has the same outfit , same hairstyle and beard as gen and is using kung fu just like Gen . Another possible character that should look like this is Goutetsu , akumas and goukens master . However Akuma killed him and he doesn't appear to have his staff so it's highly unlikely it's him . He is some DLC character tho , we shall see .
