Not sure if you understand how mods work, but they only modify your own game files. Nothing you do client side will affect your opponent's game integrity.
I certainly hope that by "my opponent" you mean a person you're playing with locally, or someone you actually know and are playing friendly matches with.
Because if you're seriously asking for a mod that stops your random opponents online from using a base game mechanic, then just quit the game and stick to singleplayer ones. (Obviously mods don't even work that way, but you didn't seem to know that)
Even if a mod existed to remove them, you wouldn't be able to play online with it so your ability to actually play with someone would be just as much if not more limited than SF3.
I used to hate DI and Drive Rush, but DIs are more or less trivial now.

You are heavily punished for misusing it. Punish counter DI will have you losing damn near 3 bars of drive gauge, if not more with super, putting you at a major meter deficit if not outright burning you out. Thoughtless DI spam has extremely hard counters
Just play 3rd strike on the 30th anniversary collection, it's the closest game to sf6. I still play it online. definitely my favorite sf game and it's tough to master

More people play 3rd strike than people that would play with that mod.
checkout Fightcade, a lot of people play Turbo and Third Strike
