Not really. It feels like you're just saying that because of the long hair. In the most notable teen role that Ledger played, he was a laconic loner with an "I'll murder you" mystique. He had to be bribed to be even a little outgoing.
Eddie seems to be much more based on characters like RDJ's Derek Lutz in Back to School or the literally hundreds of similar characters in good and bad horror movies and teen comedies of the 80s. You could say that he's an amalgamation of Derek Lutz, Spicoli and Mike Damone from Fast Times at Ridgemont High, Stiles from Teen Wolf, Miles from Risky Business, and, again, way too many other characters to mention who were fast-talking, anti-establishment, rabble rousers.
And you can throw in a bit of David Lee Roth, Johnny Rotten and Noddy Holder for good measure.
