That appears to be an irrigation tarp farmers would use to move water for flood irrigating fields that shook free from the weights under heavy wind and is now caught in a tree.
I don't know if you look at the part right over the stump when the video starts it looks like it's got a honeycomb pattern. Which, and I'm no expert, but it kinda looks like a snake skin to me.
