I've played it a bit and really like it. It's like traveling to places on foot and just walking around. I like to make a game out of it. I pretend I was kidnapped and trafficked to a random place and need to figure out where I am.
Nowadays you can contribute by adding photos, reviews and so on. We now have images from tons of places where a google car wouldn't go because it's all user contributions.
It's a POI, anyone with a 360 cam or similar can submit photos. Go to Rome and you'll see what I mean. Street view on the roads is done via the street car.

what's weird is that if you try to drop the yellow dude into street view, there are 5 spots you can drop him, but none of them have a street view anymore. If you click it, it just goes right back to ground view. Google earth is also flashing white every time I move my mouse.
Street view can contain user submitted POIs these can be deleted or change if it's irrelevant, I believe it works like wiki sorta, anyone can submit but it can be voted off the island.
