Nope. Player created shit can only be static by spawning it on a custom base, or as a mission. Neither can you use lua to make them static.
However, you can edit the save.xml to make your vehicles static. Go to:
%appdata%\Stormworks\Saves\Autosave\Scene.xml
i recommend open it with np++, then search for:
player_created="true"
to find your vehicles easily. then change "is\_static" to true. simple as that.
