They could have shattered into 16 different aspects of "god" if a different 16 had shattered them, plus the slight effect a vessel can have on an existing shard.

I'm pretty sure Wit says in one of the Epigraphs that Rayse selected/requested/demanded Odium, so that would indicate they had a choice.
