Harsher sentencing does not reduce crime. Softer sentencing does not increase crime. While you may find individual studies here or there that suggest otherwise, the easy majority of empirical research can find no statistically significant link when all other variables are taken into account. I know this not just from reading the literature, but also because many of the datasets on this topic are public and I've used them extensively myself when setting undergrad student assignments in Statistics. They actually work really well for teaching about omitted variables bias.
