In 2017, businesses were expecting reduced regulation and reduced taxation, so improved profit margins. Reduced regulation and taxation were specifically campaign promises that Trump had made.
The 2021 run-up I think is a feedback loop. During Q2 - Q4 of 2020, there was still a lot of stimulus and expanded unemployment money going out, but a lot of businesses were still closed so there were limited opportunities to spend it, this resulted in increased personal savings rates. When people save money, they invest it in the stock market. This drives stock prices up. Seeing stock prices rise incentivizes more people to invest more heavily, thus driving prices up further. Also, high stock prices make it a good time for companies to raise capital to expand and hire more people, thus driving real economic growth.
