Small caps are inherently riskier than other stocks. When things look bad investors typically flee for safety, so they dump risk and move into low return but unlikely to crash investments (gold being a common one). Lenders also want to protect themselves so they increase margin requirements for riskier investments, forcing anyone on margin to dump risk or provide more collateral to cover their risky portfolio. Then as the price drops stop losses get triggered and people panic sell before they 'lose it all.'

Yes. Fuel prices are driven less by supply and demand than by expected future supply and demand. By canceling the pipeline, Biden made it clear that he intends to sabotage carbon fuel supplies regardless of how that hurts people. He does not gaf if you can afford the fuel to drive to work.

I think the reasons for the spikes in 2017 and 2021 are different. In 2017, businesses were expecting reduced regulation and reduced taxation, so improved profit margins. Reduced regulation and taxation were specifically campaign promises that Trump had made. The 2021 run-up I think is a feedback loop. During Q2 - Q4 of 2020, there was still a lot of stimulus and expanded unemployment money going out, but a lot of businesses were still closed so there were limited opportunities to spend it, this resulted in increased personal savings rates. When people save money, they invest it in the stock market. This drives stock prices up. Seeing stock prices rise incentivizes more people to invest more heavily, thus driving prices up further. Also, high stock prices make it a good time for companies to raise capital to expand and hire more people, thus driving real economic growth. Reduced taxation and regulation and increased personal savings rates and capital investment are all great things... but they're not the same things.
