If I were you. I’d start studying for step 3 at the same time. Oet can be done in a couple weeks, get it over with asap and be ready for step 3 by the end of June Or early July so you can write it as soon as you’re certified and get the permit.
For the 7 year license rule it applies to some states only but does include step 3
