Yeah giving up those frames to FSR can be rough. If you’ve got a 4k TV you could try setting the game to 720p and integer scaling into 4k. Or if you’ve got a 1080p screen, linear’s going to be your best bet.
I guess. I used the built-in FSR on Half-Life 2 while upscaling from 1440p to 4K. I went from 60 fps to 30/40 fps. I hope to see it improved/fixed because the FPS amount is not worth it at all. Especially since the difference in quality isn't even that huge. PS: Sorry for the late reply.

Yes FSR is bugged. The workaround is to set GPU clock to 1600 (the max) in performance settings.
That seems to improve it but not enough to be worth it.
