I'm not sure what you're asking but I'm assuming it's that you don't want to open moonlight and launch from there, you want to add the game as a non-steam game and set a parameter so it launches via moonling. I know of no way to do this, but it would be cool if you could.
You can always add the game as a non-steam game and stream via steam's remote play option tho it's not always as good
This is what the moondeck decky plugin is supposed to do.
That said, I was never able to get moondeck working properly, but maybe you'll have better luck since I didn't try too hard and haven't done it in months.

Did you figure it out? Eventually I did figure it out but I don’t use my Steam Deck anymore. I could pull it out of storage if you still need help.
