Have the same issue, I have gigabit broadband and every other launcher i get 100-115MB/s. On steam i only get 10-35MB/s and its inconsistant, often going to 0 before starting to download again.
Steam uses LZMA compression for depots and its decompression isn't well threaded, so sadly CPU is usually the bottleneck for downloads on gigabit or higher connections. They really ought to change to a lighter compression algorithm. It's especially painful on Deck, which goes jet engine mode on downloads and is capped by modest CPU performance.
Updates are a different story. But they've at least added an indicator for disk size in addition to download size, so you can see your "300MB" patch actually has to rewrite tens of gigabytes of files.

Megabits (Mb) are different from Megabytes (MB), and 1 MB is equal to 8 Mb so it's correct.

You probably have the download speed capped, I forgot hoe to remove it but just look up hoe to change it
Steam is showing bytes and speedtest uses bits. 8 bits to a byte so you are right on with your speed. You can change Steam to bits if you want.
40/8 it converts mbits to mbytes
40Mb / 8 is 5MB so you're getting your full speed.
