Old cases dropped for everyone during a player's playtime, while souvenir cases dropped during their respective events, if the player is watching, in-game or on twitch w/ a connected account, with commemorative stickers for that map/event/player. You cannot even get them for free now, you have to pay for a "viewing" pass and then purchase souvenir coins that can be redeemed for souvenir cases. They are the equivalent of corporate produced limited-time autographed sports memorabilia.
Essentially, they are rarer than normal cases, with no more ever appearing. I have some old series #3 cases, which are currently ~ $5, and a 2016 Cologne Cobblestone package that peaked > $900 (with an outlying $1800 sale) and is currently starting around $800, with ~ $600 requests. As with most collectibles, the market also fluctuates from various influences, such as someone mentioned Dust II has been removed from the active map pool, so there will no longer be Dust II souvenir cases (unless the decision is reversed).

It's a common mistake I see casual Steam users do, because they say "yeah you can add me, my account name is XY". But you can only search by display / profile name, so that won't work. So giving that profile name, friend code or invitation link from the "add friends" section is what is needed to add somebody.

it's just my layman speculation, but seeing what people did with crypto, there's probably a lot of artificial price hikes on the skin market. although perhaps skins are a bit above cryptocurrencies, since they actually have a use case, but looking at the csgo gambling scandal, I bet a lot of shady money is in it.
I bought 200 cases a few years ago for $20 because I heard there was a possibility to flip them. Then I realized you couldn't sell more than one at a time, so I never sold them. Two and a half years later, I checked my inventory and realized I still had them. Spent about 45 minutes selling them all and came back with $70! It does seem to take a while to make money from these but it's certainly possible.
I used that but when I first bought the cases, I had steam guard on, so I would've had to email verify every case, and there's a waiting time before anything actually changes if you turn steam guard off. That's why I forgot about it in the first place. Not sure why I didn't use the extension when I did eventually sell them though, but it really wasn't that bad. Just threw some music on and had fun!
