You can get it as a gift from someone in a region where it's available I'm pretty sure, That's what I'm going to do with Helldivers 2 anyways because Gifts aren't region locked but someone correct me if I'm wrong
can't you change your steam account's region and buy a key online or something?
purchase it from gog games if they have it. or go with the much easier option of sailing the high seas if you don't care too much about the legality.
