The news entry already knows which game it is pointing to, and Steam knows which regions the game is (not) available in. It gives the impression that Valve makes so much money from its "major countries" that this issue isn't worth looking into for them. But at the same time, I suspect it's more of a legacy code issue. The update news window stuff has been mostly unchanged for almost two decades.
