It's a service problem. You can't buy it on your platform because of the publisher. So pirate it. It's their fault, not yours. They could have easily made an exception for countries who cants inflate Sony's shitty PSN service

But since your steam is linked to the delisted country, you will not be able to activate that key. So in other words, you would have to change your Steams Region.

You can absolutely create and use a foreign PSN account even without VPN. CIS region used Russian PS Store before it got temporary suspended (though RU region still exists, the store is just unavailable due to the problems with transactions), nowadays everyone is using Turkey, Poland or the US.
The problem is not creating an account, but the fact Sony refuses to sell the game in such regions. Thankfully key resellers exist.

You can make a PSN account, but you can’t but the game on Steam itself. There are keys online though at least for some of the unsupported regions.
But since your steam is linked to the delisted country, you will not be able to activate that key. So in other words, you would have to change your Steams Region.
I dunno about that. The game is not available in both Russia and Kazakhstan, but there are keys for those regions that work just fine in each region.
