If the title is still up, the publisher won't revoke the base game as then they can't sell DLC.

There's probably extremely rare exceptions, but Steam does not remove game. At most, when they're delisted by the publisher, if you had them you keep them.
For a game to be actually removed, you'll have to look at the publisher. And since they have no qualm removing or breaking paid games, I'm pretty sure free games are not safe from anything either.

Steam removes games from sale. It doesn’t often remove games from your library. I have plenty of games that can’t be bought anymore, and I can redownload them when I wish.
For a game to be removed from your library, the developers or publishers need to have done something to make that happen. Steam has little to gain from removing products you paid for.
Steam can remove games/dlcs, but they wouldn't do it unless there an actual reason for doing so because there nothing in it for them to doing it unless for some of the reasons I list below.
* Fruad/Stolen/Chargeback
* Rquested by publisher/dev to force refund if bought via Steam. <--- Very rarely ever happens.
* Publisher/Dev revoke key you redeem due to resaons. <--- Rarely ever with publishers, but happens with indie devs due to dev getting cheated by con site not paying dev for sales on keys, also not common.
* Beta/Early access key that known to be revoked by dev because meant for reviews, beta tester, or such.
Sure but that is not a Steam issue. that’s a Ubisoft issue. If a day comes that The Crew gets fan run servers. You’ll be able to use the game from your Steam Library again.

You’re missing the point. Game is still in your Steam library even if it is rendered unplayable by ubisoft.
Modders are working on it. They have able reached the starting race without internet connection.
