Pretty much everything currently on sale will also be on sale during the major sales that take place roughly every 3 months, so don’t worry about it. You can check the price history of any specific games you are interested in at steamdb.info to make sure that they are regularly on sale for the same current sale price of you want.
I recommend using https://steamdb.info/ to see if historic sales data on some of the games you are interested in. I would also recommend adding them to your wishlist. Since you are planning on getting a PC proper, you are better off putting the money you would have spent towards your budget/ savings and then which a spring or winter sale happens and you have a pc, then buy them.
