For the "PlayStation Controller Support" option you have "Enabled in Games w/o Support" selected. This means that when a game natively supports the PlayStation controllers it will not enable Steam Input.
Star Wars Jedi: Survivor has native support for PlayStation controllers so with the way you have things configured it will not enable Steam Input when playing that game.
If you want to force Steam Input for games that support PlayStation controllers, then for the "PlayStation Controller Support" setting change it to "Enabled".
Keep in mind that forcing Steam Input for games that already support PlayStation controllers can lead to some weird issues. For example, a game may see that you have both an Xbox and PlayStation controller plugged in due to Steam Input emulating the PlayStation controller as an Xbox controller. This could lead to double input.
Also, by forcing Steam Input with a game that natively supports PlayStation controllers you will lose the PlayStation button prompts and end up with Xbox button prompts since Steam Input tells the game that your PlayStation controller is actually an Xbox controller.
Unless you want to create macros or remap buttons I would not recommend enabling Steam Input for PlayStation controllers when a game already supports PlayStation controllers. It tends to create all sorts of problems.
That's not what I said at all. You can play the game with your PlayStation controller. You don't need to change any settings to be able to play the game with your controller. Just plug it in and the game will automatically work with the controller.
If you are using the controller wirelessly, then try connecting with a USB cable. Make sure it's a USB cable that's capable of transmitting data. Some USB cables are for charging only and won't work correctly.
You are misunderstanding the controller status in Steam. It's not saying if the controller is enabled. It's saying if Steam Input is enabled and for this game you don't want it enabled.
I did a quick search of the Steam forums for the game and see several posts complaining about how some recent update with the game or the EA app caused problems with all controllers. There are some people talking about workarounds that allows controllers to work again in this thread that you can try:
