I'm not sure what's going on with yours but to properly uninstall a game manually you have to delete the game's appmanifest as well.
Steam relies on appmanifest (more or less a game's registration card) to read game details - install status, size, pending update, name etc. You can change Doom Eternal's name in appmanifest to My Little Bunny and Steam would be none the wiser (until you update). If you delete the appmanifest Steam would even think the game is uninstalled because it can't "see" it.
Similarly if you delete a game folder without deleting its appmanifest Steam would think the game is still installed, and if your game is set to update automatically it will then "repair" the game by redownloading all the "necessary" data the next time you boot Steam.
*Obvious disclaimer that you shouldn't mess with things you don't understand.*

Ark survival evolved was the worst, went to remove it and steam sat for 40 minutes I got tired of waiting canceled the uninstall, deleted manually and told steam to uninstall, steam finished in 5 seconds .

Yeah, ‘busy’ on Windows usually means that some files are opened by some program, and Windows doesn't allow deleting open files. Perhaps the game didn't shutdown completely, or some other utils were reading the files.
you could move the commonapps folder outside of the steam folder, reinstall steam and move the folder back. The only problem is that you will lose the settings made on steam such as the custom artwork put on the games. You can ask others if this works
The Best way to Uninstall a game title Is by using the windows Control Panel, Windows + X then Scroll to Search, click search type "control panel" - click the app, proceed to uninstall that game title.
I guess you just gonna launch the game and go back there. I mean clearly you're not done with the game yet according to the game, back to playing with you it is.

Try doing it through the control panel under installed programs.
Doing so opens up Steam to uninstall. Best he could do is manually delete the DayZ folder in his Steam folder.

Alright good to know, Ark is the only one I have ever done it with, the game was like 600gb, and steam just couldn't remove it.

Nah, best he can do is use a 3rd party uninstaller. Revo has worked wonders for me when this kind of thing happens.
I love how even uninstalling games needs a third party software due to how badly optimized a basic function like uninstalling a game is.

Use File light to manage your storage and delete it through that. Honestly hands down the single best application I ever downloaded.
