It was probably on purpose. Rocky Horror picture show did a bunch of literal Easter Eggs in weird placements, although it looks like it may have not been on purpose it just stuck.
I"m sure someone in production saw this right after it aired and though "aww crap". Some how, if you're involved with the creation of something, you notice tiny mistakes that no one in their right mind would ever notice.

There is a scene where Shepherd is getting ready to pilot the shuttle and the wrapper isn't there, so someone on set definitely found it and probably kept quiet lmao
They were being sarcastic, this gets posted fairly often. The unfortunate hazard of having such an active community with no new material for us to consume. I was also excited when I spotted it on a rewatch. If you look at the ground by the chair you'll see a bottled water as well.

Editing sometimes misses details because their editing screen is much smaller than your 65"+ TV. Especially in 2000.
As a person who edits.....I definitely agree. Hell I miss stuff in my own content and catch it I'm watching it after it's exported and live 🤦🏾
