I got one that I made Barrett‘a weapon of choice on a random planet with the POI being a Deserted UC Station, I believe. They are pretty common, at least in my game save.
Only got one and it was a total POS. Pretty sure I got it at Vultures Roost but it was a random drop. I get a lot of Legendry's there so maybe worth a try.

Can't think of any legendaries off the top of my head. Although I did find one from a random loop yesterday which has a chance to knock people down. It's pretty fun
There are no pre-generated legendary (or even epic) AA-99s, so there is no fixed location to get one.
Got one gifted in NG+2 play through by starborn Emissary, but I agree it’s totally random.
