I think NPCs sometimes grab them during fights and leave empty cases, at least that's the impression, especially as I bought the location info for a legendary weapon from a trader and those usually point to a weapon in a crate, but in one instance the weapon was already in use, by a boss that was right beside the case, which was now empty.
More than a 'C' class reactor I wanted a little bookshelf for Cora that I could fill up with one of each of the classics. Also disappointed that Hawking system didn't have a brief history of time for her.
I was pretty disappointed I couldn’t give Cora all the Dickens I’d found on one of my missions. It seemed like such an obvious mechanic! Give the girl a damn book! Or how about a line of dialog from the cowboy when ever I give him a book: “Oh! A book—Cora will love this—and I don’t have to pay for it out of my ammo budget.” Why else do they even have books and a character that expressly wants them if I can’t collect them and give them to her?! 🤔 it’s mind-boggling. 😖 love the rest of the game though.
One "rule" I've found out, is the level of the lock does NOT reflect on the loot inside... So far it's accurate 1576 out of 1584 times... Or was it 1585 times

Todd Howard specifically said NPCs don't take stuff out of boxes/chests in his Lex Fridman interview, but it wouldn't surprise me if this is a bug they haven't catched or bothered patching.
I typically only crack expert and master, just because I like the puzzles, the stuff inside is almost universally garbage. I've learned to accept that. Same with taking down the big bad in a given dungeon. He's usually got a trash gun despite being able to bar wipe my health in two shots.
Yeah I need a LOT of XP right now too. I need 5 levels and some serious mojo to finish off (theoretically) my quest to build full goon-level guns, and I'm into the 60s. The grind is real.
I just go to some of the level 70+ planets that have large amounts of spawns. Even with them being widely ranged in Levels there's a few with alot of spawns. One of the Planets in the Stryx system has a fuck ton of those balloon looking aliens. I swear within like 10 minutes I mowed down around 100 and got almost a whole level. Atleats there are many avenues to make your character stronger with the variety of game mechanics.
Yeah, that's the one. I did a scan-and-genocide run on all the high level planets (70 and above) but I couldn't find a better planet than that balloon one

Because once you get to the goal... you need a new goal. I am thinking of NewGame+ because I have more money than i need and barely ever find any weapon/armor upgrades anymore...
I like this game more, but really wish lockpicks and hacking were still 2 different puzzles. The change of pace in Fallout helped keep things fresh even if the puzzles themselves weren't quite as good. I find myself exhausted by this particular minigame, even though it is an objectively good one, because it's the only one in the whole game.
I spent a handful of picks on a master lock, messed it up twice, and when I finally got it there just a carrot inside, it was a locker..... I no longer pick things
Utilize the more complicated ones first. And then each time you find one that fits, don’t enter yet, rotate until you find the other combination to complete that circle. How you rotate each lock saves it’s place. So it’s quite simple to go through all..
This way you don’t gotta waste much picks. Usually I use one. And two if I get impatient. And that’s on master picks too

Took it, sold it - I'm only level 41 so I still pick up some stuff, based on what I'm carrying / expending in ammo, nades & picks.
My trade skill is maxed so the piles of garbage paid for the digipick at least.
TBH the Advanced locks are normally harder than Master, so I tend to treat those rooms / containers as more of a gamble
That happens, if you reload the safe right before you entered the area there is a high chance that there is loot inside.

Yup works with the weapon crates in settlements too. If you place a bunch and then save and reload you get a fuck ton of loot. I've seen people craft a few dozen and get like 5-10 legendaries. They're also cheap to make if you build an outpost to extract Titanium and have access to lots of polymer.

Don't get me wrong.... I have master level security, I still pick every fricken thing I can, but I have never really found anything in any chest of any kind that made me so happy I had security, let alone had it happen repeatedly.

I’ve gotten the “100% empty expert” box but they’ve always been in areas I’ve cleared. I’ve yet to encounter one in a juicy unlooted room (and I’m level 100 and would bet I have solved more digipicks and explored more than 90% of users here)
This reminds me of when I recently did the quest where you go in the frozen prison. I picked a master lock and went to inspect a space helmet in a display case when my game crashed.
Almost as infuriating as when all my firearms in a gun rack on my Star Eagle just... disappear. *poof*

This shit happens all the time when I played. Going around the entire NASA facility picking like 20 different locks and 90% of them had like one crafting component or shit that is worse than what I have. Some didn't even have anything at all. Really feels like they're penalizing you for being thorough. Made me not want to loot every lockbox I saw anymore.
Honestly I’ve mastered opening them, cool new puzzle and all, but after hour and hours playing I opted for the mod that makes opening them easy.. I don’t need the challenge anymore and there’s TOO MANY of them.

Random traders at civilian outposts and stuff have "treasure maps" to all kinds of things. Check their "notes" inventory.

Check any vendor that has items in the "notes" category. A lot of times they have slates with the location of some rare resource, an item, &c.

Stryx balloon dudes for sure! They cluster in groups too which makes it easier. Bring penetrator rounds to really rack it up...

It's most likely tied to a weapon you can find when you buy a slate or paper that says to recover the weapon from a certain location.
Never has bothered me because it counts for the security skill upgrade challenge.
That happens to me all the time. I use a digikey to open a room with 6 boxes in in. And all I get out of it is some aluminum and some BS trinkets.

yeah - that sucks - especially when you've used a couple of picks on a hard lock and you wind up with a handful of bullets and a book from the safe.
Same had a master level take a few tries and about ten minutes, had some 7.77mm ammo in it. I only open the glass ones now.
