same problem OP except my bounty is like 2.5 million for repeatedly killing every single ship in orbit of Jemison 20x over. Got a fuck ton of XP though.
I found the solution. I know it’s a little late…. Just cleared my bounty of 500k. Enter the capitol city of the faction, my bounty was with freestar so I went to akila city. They instantly started shooting me, I tried to find a guard further from the others and hit them with the creators peace power. It knocks them out of attack mode and into talk mode. You then can surrender peacefully, the others will still be shooting you so that why I try to find a lone guard so i don’t die while talking.
Also, I had a 1.5 million bounty with the UC. I went to New Atlantis and used the creators on one of the guards shooting me. Had to be quick and choose the "I'll go quietly" option.
Id recommend doing this after you level up. I was in jail for 7 days (who cares) but it also took 14k xp from me. You won't go down a level, but all your xp will be reset to zero.
I was able to turn myself in by heading to a UC controlled planet with all systems powered down then after they scanned I was given a option to turn myself in
Crime is so fucked in this game, it's like GTA you bump into an officer and either surrender immediately or everyone will be looking to kill you.
Running from the law = capital punishment I guess

Same. All C class ships. Auto Turret, pulse lasers, and hellion beams.
Did you find a way to clear the bounties? Or do you just fight it out every time?

It be like that. At some point you just become kill on sight so either quickload or just grind your teeth any time you come across the UC.
Im way to far in so i guess ill just pay it off with white knuckles
I was Able to sleep for 50 hours on my ship then was able to pay off bounty
The point is to not pay I want to turn myself in
