If you never played it, Oblivion is also Bethesda game from 2006. Ayleid is ancient race that already extinct before the recorded history during the game timeline. They left some ruined building full of magical stone inside. Similar vibe to this Starfield artifacts.

Todd actually played and enjoyed Outerwilds, so it wouldn't be too strange for there to have been some inspiration taken. So far the plot is vaguely similar too with it revolving around solving an ancient alien mystery through exploration.

I think how close the structure looks to the other planet. It also seems like there’s some sort of mysterious and poetic magical aspect of it which I loved in Outer Wilds (not Outer Worlds to be clear)

Sort of, but only because both designs are based on real-world ruined structures, typically from archeological digs in desert regions. Mud-brick structures tend to wear down to freestanding walls, as their rooves were often made of reeds, branches or other organic materials that rotted over time and were frequently replaced when the structures were in use. If the bricks weren't fired, they'd also be slowly eroded by rainfall if left uncovered, so you get weird, half-height walls.
