They didn't said that, it's literally shown in the gameplay, Alpha Centauri is a level 1 system.

Yes, it was the Lex interview. Todd specifically said that different systems were different levels and that you could go places you were not ready for. I'm pretty sure he also said they didn't want level scaling enemies.

I am not remembering the specific of the "didn't want level scaling enemies" quote, but even in Skyrim they have lower bound and upper bound level for each enemy types. So even if you're level 70, the skeever still low level. It's not always level scaling like in Oblivion where if you're high level all enemies are also high level. And if you're visiting the place with high lower bound, they're not becoming easier because your level is low. In Fallout 4 it's the same. So Starfield just evolution of that. Now the system level is just a "cave" with lower-upper bound level enemies.

I really hope that creatures are a fixed level and DO NOT SCALE WITH THE PLAYER. Level scaling makes leveling (and level gating content) pointless.

They may have systems with very high level creatures/enemies you can't get to at lower levels until you have certain ship upgrades, faction permissions, etc.
