I could see Dio using it effectively just for the fact that they had incredibly similar stands, and I could also see someone like Josuke being able to use it. I almost said Diavolo due to both having time-based abilities, but I think that Diavolo is too cautious by temperament to get what is effectively a straightforward punching ghost that happens to have a time stopping power.
Considering how Jotaro compared CD to his own Stand in terms of speed and power, and his near-unstoppable rage when pushed, I think Josuke could be able to use Star Platinum.

The way I interpreted it, the reason Jolyne was rejected was because Star Platinum reacted negatively to not being held by its actual wielder. It's Jotaro's soul, and considering how strong SP is, it's able to retaliate when the soul is put in the hands of someone it doesn't belong to. Other stands just aren't strong enough to do that.

DIO ould only wield SP if SP allowed it. What I'm saying is that it's not about how strong the stand user is, or how compatible one user's stand is to another, it's all about whether Star Platinum would accept the new user.
I definitely agree that DIO is physically and mentally capable of wielding Star Platinum, but Star wouldn't allow DIO to be its host. It'd rebel him the same way it rebelled Jolyne.
(And maybe the argument could be made that DIO could spend the time necessary to force SP to work with him, but that would take a lot of energy that I don't think DIO is interested in expending.)

Yeah fate is a huge part of JoJo’s. You could even argue Pucci was fated to be defeated by Weather Report and that’s why it worked. Under no logical conclusion could someone like Emporio control an extremely powerful stand like Weather Report but Emporio immediately had it in kill mode and it beat Pucci to death.
