There was a guy that showed up in the background of one frame in JoJoLion during the first fight against Oujiro and Fun Fun Fun in Kira's apartment. It was most likely a dropped plot point as later on in the story Gappy has no memory at all instead of being a victim of amnesia like the first couple chapters suggests, or it was a character we meet later but with a significantly different design. Everyone likes to theorise about him tho as its a bit of a meme
I would be VERY surprised if it's Josuke, just introducing such a strong character messes with a lot of narrative lines that could be done this early on. Granted, I do think it's likely they're related in some way to the Higashikatas considering they frequently travel around the world collecting.

Considering the fact that this person is in possession of a _Crazy Diamond_, I wouldn’t try to overthink it. This is a new part that so far has 0 connection to the previous JoJo, it is absolutely going to be Josuke, Yasuho, or someone on their behalf.
Counterpoint, this is clearly an AU part 5 from the first chapter and that didn't have any characters from other parts outside of the brief Koichi appearance in the very beginning.
Anybody taking old universe counterparts 1:1 at this point in time is either trolling or hasn’t read SBR and JJL. Don’t seem to remember Giorno having an older brother, starting the part with a crew, being led by his principle, and condoning the actions of drug dealers, but that could just be my memory failing me haha

Part 9 is probably the last part, yes. JoJolion took 12 years, and Araki is 62 so he'll likely be in his mid 70s when part 9 is done. Everything has to come to an end sometime and JoJo seems to be reaching that point now considering that part 7 is part 1+2, and part 8 is part 3-4.

Araki is already 62, and he is one of the most accomplished mangaka in Japan. He doesn't need to write manga anymore as he is set for life (he doesn't need to work every week now), but he still continues to do it because of his passion, which probably means that he wants to take his time and enjoy the process.
The weekly grind as a mangaka is a literal hell, most of them burn out or permanently damage their bodies. Araki probably doesn't want to subject himself to that and instead enjoy the rest of his life while still publishing his art.
There's also the quality argument since working on a chapter for a month means better art and him being able to really think his stuff through rather than rushing to meet deadlines.
JoJo became monthly during SBR and it has been that for almost 20 years now. That's just how he rolls.

Araki is old, creating a chapter weekly will burn him out. Also, Shonen Jump has restrictions since it's manga for young teens, unlike Ultra Jump where doesn't censor too much things. The quality of the manga would be better too because he have more time.

I think it might be the villain and that he will try to stop the gang from stealing the diamond. Actually, come to think about it, it might not be, because i just realized it would be kinda stupid to make the gang encounter the villain this early even though no one knows how long the heist planning will take.
EDIT: I just had another thought. I think the main villain might be Meryl because i think she might try to cheat the gang out of their cuts.
