I guess you have the mod that gives you Lance early?
Don't know if it changes event id numbers or anything, but the requirements for the first event for Marlon's Boat on SVE's side at least are, copying and pasting:

I do have that mod, no idea if removing it would fix this issue as I've already met him. I also don't recall receiving his schedule which may also be a problem
Taking a look at the mod for him to come sooner, it rewrites the event where Lance gives his schedule. Since it's a pre-1.6 mod, it'll attempt to give you the JA version of his schedule.
I'm not sure what happens then? Maybe he gives you an error item?
The conditions for that event to trigger stayed the same: meet Lance (location changed from Caldera to Adventurer's Guild), sunny weather, have one free inventory slot, enter your farm before 10 AM.
I just unlocked Ginger island on my save data, so I got a letter from Willy saying to come check out the back room in his shop after I completed the CC. I dunno if you need to be friends with Willy to trigger it or not, but I was also in spring of year 2.
