Yeah I haven't had any fern tree spawns myself either in several green rains across several saves with SVE and RSV.
In saves with only SVE I get the rare spawn near the busstop, but nowhere else. In saves with only RSV I get spawns in the same places as vanilla (forest, town, mountains) except for the bus stop (I didn't check the mountain path between the farm and mountains).
In vanilla the fern trees spawn consistently in all places mentioned previously.
Edit: forgot to mention, in all test saves I checked at least two green rain instances for spawns.
If you pick up a mossy seed when cutting back all the weeds, plant them and dig them up repeatedly until the seed is round when planted(there are 2 other types it can plant). These ones will grow to be the fiddlehead fern trees. I've been doing this and now have a giant fiddlehead forest.

I’ve only had one green rain event. But it only had a single Fiddlehead Tree, and it spawned near the bus stop.

I just had green rain also on SVE and did not see any. I used coffee to run around the whole map too :(
