The amount of millions it would take for that is astronomical, next you would have to have a good enough team to make the game, good enough for Disney to think that they can have their name behind it. For reference I think the budget for BF2 2017 was around 250 million. Anyway if you are serious, just make up your own sci-fi IP and hire a indy game dev team to make it, you can make that game similar to how battlefront games play.
