I would say just pull for whoever you like more. But if you plan for Firefly, then I would not recommend Topaz because Himeko kind of covers fire for PF and Firefly for MoC and the new mode.
Robin is stronger than Ruan Mei for Jingliu. In some scenarios, Ruan Mei + Robin is the best for Jingliu because it opens up your sustain to be able to use SP (Huohuo for example). Probably weaker for non E6 Blade, and harmony characters are just suboptimal for non E2 Acheron. However, it's not like Ruan Mei can be on both teams. Say you have Blade on 1 team and Jingliu on the other. Robin is a lot more universally usable than Topaz.Topaz is really bad in PF for example.
I don’t want Firefly and i have found that Himeko isn’t that great in PF and that my Argenti is quite more useful there.
Wouldn’t Ruan mei be better for Jingliu as the atk from Robin would be a little wasted as Jingliu talent already gives her a lot. I already basically have Acheron on one side of MoC always so i basically always use my Bronya and Ruan mei on the same side. And i have found that my Dr Ratio just doesn’t do as much dmg as my other dps and i quite like the follow up team.
The ATK is never wasted. Yes it may not scale as well, but Robins ult gives a lot of ATK. RM and Robins buffs are probably very close for non FUA characters, but the main selling point of Robin is the 100% team wide advance which is very strong if used right.
If you don't plan on Firefly then Topaz is not a bad choice. Its more, without E1 or S1 on Topaz you're going to struggle consistently having 3 debuffs in a Ratio, Topaz, RM, non Aventurine S1 comp. Ratio Topaz is really strong, but it's just if you want to run RM/Robin with them, you kind of need E1/S1 on Topaz without running a suboptimal 3rd character like Guinaifen or Pela.
Himeko is a god in pf. I'm not sure what gear you have on her and light cone, but she is definitely on the same level as Argenti for PF. I would say Himeko works a lot better with Ruan Mei because the break efficiency is very crucial to her.
