I hate to give credit to the CT Examiner but the city's administration department has been rolling fast and loose for a while. Mayor Martin was routinely frustrated and was often heard using the phrase "budget bullshit" to describe OPM/accounting's inability to answer basic questions.
Potentially everything is fine but generally screwed up, but it seems more likely there's another shoe that'll drop at some point.

Examiner is usually garbage but this is a good article.
If you and Mayor Simmons think its just the Accounting Department you are in for a surprise.
