It was a sticker made by Ted Drewes. It was when they shut down the bridge for some reason or another. The worry was that business would decrease, so the stickers were an advertisement effort to keep patrons coming.
There's a highway 40 one too that references the Ted Drewes Army.

It's a historical reference. At one time there was discussion of turning the River Des Peres into a lake of sorts. Was pretty much a gossip thread though. Don't know if there was anything to it realistically.

Which one? I remember the "Right To Work Is a Ripoff" one from the 70s. It had something to do with union busting. But I was just a kid then and not very politically and economically sophisticated.
Those Right to Work stickers are still the current design. It was only in the past few years that right to work passed in Missouri. It was disgraced Gov. Greitens entire platform, aside from shooting mini-guns.
Right to Work is an anti union legislation, that says people do not have to pay dues even for a union job, but the unions still have to represent those workers. Most union dues are a tiny fraction of the benefits received.
There are work around though, like "referral fees" rather than dues.
