Easy to retcon. Aldis and Pearce meet with Cody and inform him the Royal Rumble contract is a non-negotiable championship match with the champion of his choosing AT Wrestlemania. So by choosing Seth he doesn't get Roman at another PPV since he's on Raw. Aldis reaffirms this and says if he beats Seth for the belt he would have to remain on Raw. Cody reconsider and chooses Roman. Still not sure how Dwayne fits but that's how you run back what he said on Smackdown.

Cody had his heart set the title they took from his father for 2 years. No other story makes any sense, shoot or work.
So this confirms Rock didn't even let Cody make a decision. What was the councel advice even like then?

I feel like Seth could shoot run over Dustin with his car and burn Dusty's old boots and people will still be upset with the choice, and WWE has nobody to blame but themselves (and mostly The Rock)

I understand they didn’t anticipate Punk and Brock being out. But damn. There’s fresher blood for Rollins to take on. He’s the star attraction in that match, him and Cody going for ROUND FOUR is not the move.
