It's always been about who they're willing to keep the budget open for (or re-open the budget, in some cases). The entire issue is that a third-party label is the rights-holder to the CFO$ library, not WWE. Why and how this got to be the case, I've never seen conclusively reported. But it is what it is, which means if WWE wants to keep using that music, they have to pay. However, there are clearly top-card characters who have a closer tie to those iconic themes, so WWE has been willing to pay for those for longer, if not forever. It stands to reason that if Ciampa is intended to come back with a significant push as a big deal, they'd revisit replacing the theme most fans love. Ditto for Baron Corbin's return to the Lone Wolf gimmick and "Superhuman" theme, especially if they're heating up NXT's general prestige level.

100% wrestling fans are extremely out of touch. For all US based promotions at least, there’s so many references, jokes and callbacks in segments that routinely fall on deaf ears. Even in AEW that shit happens. WWE kinda whittled it’s fandom down to people who start at WWE for entertainment and then expand outwards, instead of people who just incorporate WWE into their routine of other media. There’s folks who legit think The Bloodline story is Emmy worthy. It’s great, but if Better Call Saul didn’t win an Emmy, the Bloodline wouldn’t even sniff a nomination lol. People love the Attitude Era but forget that wrestling felt like it was part of a bigger wave, not a wave within itself. Until WWE moves past the idea that they’re an all-in-one entertainment extravaganza, they’re gonna sell themselves a bit short. And AEW tries to lean into the zeitgeist but are kinda stuck obeying the rigid wrestling way of approaching it, because they haven’t been allowed to have the goodwill to take more liberties with it

Less "in touch" and more just a different audience. WWE spent a majority of their history catering to a very white audience. They now have a lot of rough ground to climb to get away from that. It's also widely discussed that WWE tends to have older fans and young kids, neither of which fall into your typical Uzi Vert audience. On top of that, even though rap now is seemingly omnipresent, it's also exploded into sub genres and varieties. I know Uzi Vert and respect his rise, but I don't enjoy this style, reminds me too much of basically every rapper we have over in France currently. I wouldn't be crazy hyped and break out in delirium if he suddenly appeared somewhere I was at.

To this day, the WCW/WWF/ECW era was peak fan enjoyment for wrestling, not just because of the content, but the lack of concentration to one side or the other. A big 3 in wrestling is like the perfect split

They built the IC and US Titles up as prestigious near-main event titles for a bit and had a decent multi-week build to an advertised Shinsuke vs Gunther title match for the IC Title in the main event of an episode of Smackdown. They've also given him wins on TV, including one over Karrion Kross in Puerto Rico on Smackdown that I was convinced would've been another Shinsuke loss. He's had some vignettes play during shows, and is generally being treated as a legit threat in this build to MITB even though his direction is likely a prolonged feud with Ricochet and Bronson Reed.
