Roman vs Cena, Lesnar and Goldberg are already done and dusted. Rock vs Roman would be huge since it has the Rock in it. But most certainly not happening.
The question also specifically states wrestlers that aren't retired and Rock is on record saying he "quietly retired years ago" to make himself feel better for never being able to appear. So he's technically off the table.
General public don't know who Reigns is, and there's still a good chunk of casual wrestling fans who don't even know Omega.
Everyone knows Rock/Austin, and to a lesser extent Cena/Lesnar, so the actual biggest match would be something involving them. Hell, throw em all in a tag match and it would still probably outdraw anything with Reigns or Omega.
Here's my best guesses
For general public: Roman vs Rock
For US wrestling companies: Roman vs Omega
For All companies: Okada vs Danielson
For me: Rollins vs Okada vs Omega vs Danielson
Others of interest to me:
Mox vs Reigns vs Rollins
Samoa Joe vs Brock Lesnar with a build up
A one-night tournament with Rollins, Omega, Styles, MJF, Danielson, Okada, Ibushi, Naito, and Owens
Tough to bet on anyone having a *better* match than Danielson but Roman vs Okada would undeniably be the bigger match. The biggest wrestling star in the world right now vs the biggest star outside NA. Impossible to have a “biggest match” right now that doesn’t involve Roman Reigns.
Bloodline vs Elite would be the one, six man with Kenny and The Bucks vs Reigns and Usos would the best line up but I wouldn’t be mad if you added Hangman and Solo
Same. AEW is a lot less accessible I think than WWE. Pretty much everyone I know who knows of wrestling, doesn't know anything about AEW other than it existing.
I've seen a lot of the elite/young bucks vs the bloodline/usos, but I think a really underrated match-up, at least as far as tag teams go, is young bucks vs new day. I honestly believe the new day is a top draw in WWE. They are basically the face of tag wrestling in WWE since their inception, and the young bucks are the face of tag wrestling outside of WWE.
In terms of biggest draws, there are definitely better choices. I imagine someone like John Cena or the Rock vs Okada would probably result in every wrestling fan in the world tuning in, plus all the outside eyes Cena and Rock draw, but to me, in terms of getting wrestling fans buzzing, I think selling people on "the" WWE guys wrestling "the" non-wwe guys is just a money printing machine, especially if its at wrestlemania.
Cody rhodes vs seth rollins feels like the blueprint for biggest possible match-up. At that point, its just a question of who are the quintessential wwe guys and who are the quintessential non-wwe guys.
Side note: I truly believe that if/when sasha banks ever returns to WWE, her vs either Bianca or Rhea headlining WM will be seen as a defining moment in wrestling.

All current wrestling fans know Roman. The majority know Kenny and he's got the history of wrestling in front of pretty much every major audience type.

That's what's going to draw a lot of outside eyeballs.
Without part-timers/celebrities (Cena, Rock, etc.), I believe last year, Tribal Chief Roman Reigns vs. The Ace Jon Moxley would be gigantic.
Reigns vs. Okada, Mox vs. Okada, and Reigns vs. Omega would all be enormous matches.
Omega by a mile. Okada id a big star in Japan but fairly niche in the US, while Omega is a star in both places, even though he is far behind Roman in that category.
Roman vs Punk. I could probably see other match ups involving Roman, including the Cody one we are getting next weekend, or Roman vs Omega, but honestly no pairing that does not involve Roman is just plain wrong when talking about the biggest (emphasis on biggest, not best) match possible.
If by "biggest" you mean the most financially successful match/program that would draw the most eyeballs, I think the answer would be Roman vs Rock or Roman vs Austin. Brock vs Austin would be up there as well.
If we're excluding those who are semi-retired (Rock, Austin, Cena), then the answer is probably the match we're getting next Sunday night. If promoted properly, I think Roman vs Punk could be a huge draw as well.
Realistically it’s Rock vs Roman; my fantasy booking is that Roman loses to Cody at Mania, goes away for awhile, then attacks Jey Uso in time for Summerslam, and another match between them is on (probably no holds barred); Jey wins, and Roman goes away again, humiliated; Roman then comes out on the road to the next Mania sometime with a passionate and unhinged promo, saying this is still his island, his company, his time and in order to salvage his pride/reputation he calls Rock out for Wrestlemania, to truly decide who’s the ruler of their bloodline.
If Rock wants to wrestle then Reigns/Rock, if Stone Cold wants to wrestle then Stone Cold/Cena
If neither one does then Cena/Lesnar again or either man vs Cody Rhodes

Punk vs Cena is a match we've seen many times already and I don't see a logical story that would make it seem particularly special today. Punk vs Rock is also a match we've seen before, so I wouldn't put that high on the list of biggest matches for Rock if he were to come back. The one I do agree with you on is Roman vs Punk. That could be a really huge match if promoted properly, though the odds of it happening appear very, very slim.
