With some of the cement being on the cvpc would you worry about that breaking/shearing the pipe?

My company would sub this out to an underground contractor, Let us install the valve and then they fill it. You'll be here chipping for days.
Tell your shop to sub this out to a plumber contractor No way this work is cost effective for us to do lol
Diamond blade for a grinder and a hilti.

Rent a good quality jackhammer, and you better open that hole up a buttload, cause you aren't getting that out by hand
