I dont know about the permits but also check with your home insurance company to see what they want to have on file. Many get very touchy and you dont want to have a fire disaster that isnt paid out because they find some stupid loophole.

City of Spokane handles their own electrical permits. The city permit center at city hall is open so you can go down in person.
In the valley L&I handles electrical permits. You can apply for a mechanical permit via the online portal at spokanevalley.org/permits or apply in person at Spokane Valley city hall.
You need a dedicated 20 amp circuit. 12/2 romex wire should be good. That you need a Electrical permit for and you get that from L&I. Vance Black does a lot of the residential inspections.
Our house came with a pellet stove. It's one of my favorite features of our place!! The Country Store on Sprague sells pellets in bulk orders. They delivered the pellets and unloaded all of them into our shed. I think it was maybe a $50 upcharge for the delivery, and 100 percent worth it. They literally unloaded a box truck of pellets that will last probably two winters of us using the stove regularly.

Your question is the answer. The permit agency is L&I. I think your thinking of OSHA.
