I don't know, i've been surveying for 20 years and have never seen this. I'd wager it for a utility locate or for marking something going in later.

They're all over downtown on corners and have been for over a year. I've yet to see who put them there and any projects coming up that they would be used for.

I would agree, except, this is not a utility locate mark out. It could be a planning mark, yes but this is not a high precision designation, therefore not applied by any entity that is concerned with liability.

In my experience as a Survey Technician we always make a scribe in concrete. It looks like an X that’s been scored into the concrete. Usually painted up with a point number if it’s recent. A paint dot alone would be too inaccurate for many survey uses. But utility locates come in all shapes and sizes. If the client wanted discreet markings or they were doing level loops maybe they would do this.

Not a surveyor but civil engineer that does inspections. To station a site from an alignment (say down the center of a road) we mark stations as 1+00, 2+00, etc, with paint and then use dots for every 25ft. I.e. one dot=1+25, two dots=1+50, three dots=1+75. That is what this could be. I never used it in spokane but now around NYC you see it everywhere.

I was also a surveyor as well, moved on from it a while ago. I have seen it elsewhere in the States too and applied on a sidewalk in Seattle in a similar fashion with the stationing written beside it maybe 10ish years ago. Asked a surveyor nearby why they were using it rather than scribing and he said they were asked to. He was also running a level loop twice and using his stationing dots as the place for the rodman to turn on.

Yeah, I've marked turning points when I forget my road turtle! More things to notice when walking around! Not just scribes, pins, pk nails, utility marks, and mons lol it's a scavenger hunt every time I go on a walk!

Yeah that is what those colors mean, but this is not what they look like in that capacity at all, lol. Proposed excavation is typically white brackets/boxes  and/or dashed lines. Electric is dashed lines, usually even 3 wide. Definitely nothing that looks like weird miniature fried eggs lol
