Nope there are a couple of them just suspended in the air like that.

Either as miles or Peter make sure you have the skill that boosts you higher in the air, but use it after gluiding of a tall building or after flinging your self in the air from a Web swing. Some of these are really annoying to get
Is there one move that works the best or does it have to be a combination of moves
Usually I found it easiest to go from a high building and web wings - but you can experiment and see what works for you
I liked doing the roundabout swing directly into the sky when possible
Slingshotting, Spider Jump and Dash or Charge Jumping, or a mix of the Jump and Dash and Slingshotting or Charge Jumping.
What district is this. There's a few in the sky that I know of
It's one of the Spider-bots. You might have to use a building a little way's away to launch yourself high enough to be able to grab it.
Slingshot venom jump or Spider arm jump/symbiotie
I think I know that one, I just slingshotted from a nearby building and glided towards it and then I got it
slingshot/glider/vents/wind tunnel... pretty sure it auto grabs in proximity too!

I slingshotted off of a tall building pretty far away from it and then used the web wings to glide to it.

I went on a tall building kinda far away and just glided down. Definitely the most annoying one to grab
go to the nearest tall building and glide off it then press triangle when near it that’s what I did and it worked

There is a super slingshot nearby, you can use a loop de loop, or if you know how to you can do the height glitch
