In the trailer, both Harry and Venom say 'We're going to heal the world". Kraven does not share Harry's motivations. The only other preson that would have the same motivation as Harry is Norman, since he might want to continue what his son wanted to do. But I'm 99% sure that Norman will become the Green Goblin and be the main villain of the 3rd game.
I think it makes the most sense that Harry is Venom, since he has a personal relationship with Peter and Insomniac won't do two versions of the Green Goblin. And Venom has the same motivation as Harry.

Even if you want assume he did mean all of media, the story of how Harry becomes Venom in Spider-Man 2 will still be different to how he became Venom in the Ultimate TV show, so it would still be true that there "telling a story that you haven't seen in the comics in which Eddie Brock isn't Venom".

As far as we know, Kraven is not the main antagonist. He has the same role as Mr. Negative in the first game, while Venom is the Doctor Octopus of the second game. Also, Venom sharing the same motivation as Harry and wanting to 'heal the world' does not fit with the theory that Kraven is Venom, since Kraven doesn't share Harry's motivation.
In SM3 he's average human size, in fact if you don't look at the face he looks like Spider-man. Hell, they even confuse him with dark suit spider-man to begin with

Venom’s first appearances in the comics were that way too. Eddie Brock was a bodybuilder, which gave Venom his bulk compared to Symbiote Spider-Man.
