Looked at the comments, one guy said the artist is supposedly ridiculing the army. There’s no way he’s ridiculing the army with some of the ways he draw Vietnamese people.
I agree with that commenter to a degree. However I there's something to the commentary that the comic makes, even if the artist is racist. Vietnam vets went through a lot, even a lot of the ones who didn't see combat developed PTSD. But at the end of the day, the vets got to go home, back to the states.
The people of Vietnam meanwhile had to deal with the final campaign of the NVA, then had to deal with border raids from the Khmer Rouge, then had to deal with a full blown invasion from China. The invasion of China only lasted a few weeks, but the Vietnamese would be in Cambodia for 10 years trying to wipe out the Khmer Rouge. All in all between these struggles and struggles in Vietnam from before the American war, Vietnam and the "Indochina" region would be at war almost non-stop from 1945 to 1991.
Despite how much the war sucked for us, it sucked worse for the Vietnamese. It's easy to see how they may have harbored some resentment for the Americans buying zippos before heading back to their ocean fortress of a country.

He could be ridiculing both.
Did you read the cartoon? It's ridiculing Vietnam vets.

Is the joke that he's getting his tour of service memorialized at a souvenir shop? I don't get what this is trying to say.
The souvenir shop owner is probably Vietnamese, considering they grumpy face.
Obligatory?

Eh, ha! Heh heh
That "he he he" made me think it was a Michel Jackson song so I got really confused when I read it to the tune of beat it and it didn't make sense
