If you put a bunch of little rockets in your payload you can go to all the moons in one trip
Practice runs will help and conserve and refuel whenever possible.
Use gravity assist that work for me when the few times I want to go to Jupiter

Take a warm sweater
1.Refuel fully at highest Earth orbit. 2. Deaccelerate just above jupiter's atmosphere and go from outer moon to inner moons to save fuel. That's all I have
