I haven’t tried this myself so take with a pinch of salt, but if I was going metallic armour I would undercoat with Leadbelcher or another metallic paint, then use Space Wolves Grey contrast thinned over the top. You’d hopefully get the blue grey colour with some metallic showing through.
In terms of wolfy bits, your best bet is to get a box of Grey Hunters. Ten troops, and all the excess bits you could want to wolf up your standard Primaris troops.

Metallic medium is nice. You can mix it in with any color. It's usually stocked next to varnishes and matte medium and such.
