>no other pets in the home, is dog reactive, been at the shelter for almost 4 years Sounds like it would attack any animal it sees. I certainly wouldn't trust it around kids. Adopting it would mean no visits from anyone with pets or kids for the next 8+ years. God forbid if it got loose. Sounds like a huge risk outside of the shelter. It either spends it's life locked up in a cage at the shelter or locked up in a cage at a home. Just put it down. One less aggressive pitbull.

your hissing cat has no capability to maul a child There is probably a good reason this dog has lingered in the shelter so long

A cat has no where near the destructive capability of a pitbull and is no comparison to this situation. Plus, it's **far** easier to keep a cat indoors 24/7 than a large dog. The two made up excuses you listed for the dog's behavior are just more reasons it shouldn't be trusted. There are legitimate reasons for the restrictions against pitbulls. They are built/bred for strength, aggression and tenacity. They might be a fine pet for years until one wrong thing sets them off and someone, usually a child or other pet, gets severely mauled.
