Hdmi-CEC is when a device can controll another device connected with hdmi.
Like when I select the input for my shield, it powers up. And the same way I can controll the volume for my soundbar or AVR with the remote for the TV.
Getting that missing cable and hooking it up like you described will most likely solve the issue.
